Hayward has passed tenant protections for both residential and commercial properties.

Commercial and Residential tenants experiencing financial hardship due to COVID-19 should inform their landlords in writing of their struggles to prevent an eviction. Tenants shall provide documents of financial hardship to their landlord. Tenants are liable to pay back rent within 90 day after the expiration of the emergency ordinance. If tenants do not pay back rent within the specified time frame, then landlords are permitted to charge late fees or other fees associated with nonpayment of rent. Landlords are not permitted to evict affected tenants. Evictions of affected tenants and no-fault evictions are not permitted.
