Carmel-by-the-Sea has enacted protections for commercial and residential tenants.

Commercial and Residential tenants experiencing financial hardship due to COVID-19 should inform their landlords within 30 days after rent is due to prevent an eviction. Tenants shall provide documents of financial hardship to their landlord. Tenants are liable to pay back rent within 60 days after the expiration of the emergency ordinance.
