Oakland has instituted protections for small businesses/non-profits and residential tenants.

Commercial (small business and non-profits) and Residential tenants experiencing financial hardship due to COVID-19 should inform their landlords in writing to prevent an eviction. Tenants shall provide documents of financial hardship to their landlord. Tenants are liable to pay back rent after the expiration of the emergency ordinance. Landlords are not permitted to charge late fees or other fees associated with nonpayment of rent or to evict affected tenants.
